The NOD Black Hand are in my opinion, a very useful unit early in the game.  Since getting the Scorpion tank takes a while, they are a very well suited alternative for the meantime.  They are an anti-tank infantry, which means, they have a similar armor as an infantry unit but with the firepower of a tank.  Those flamethrowers they use are totally bad-ass!!  If you are looking to do some cut-backs, then this might be an option for you.  I currently use them but recently started a game with NOD.  If you got some Scorpion tanks already, then there is absolutely no use for them but should be research early and camps and outposts start getting vehicles early (~12-13).  Unlike its GDI counterpart, the Zone Trooper, the Black Hand costs 10 Army Points instead of 5 but it's a helluvalot more effective.  It can take out a Bowler of the same level easily and has a stronger armor to boot.  Excellent for RT balancing.

*The Black Hand on the defensive end I find is similar to the attacker version.  You can build a very powerful anti tank defense really quick with a few of them.  Still not the best unit but a very good alternative for all my el-cheapos out there.

I'm sure some might find this unit useful but I'm not fond of them for the style I play.  I just use them on one of my "useless" bases that never attack anything massive.  I find it's much better to use air or ground anti-vehicle units.  Infantry is meant to go against other infantry and shoot at anything.  They "appear" to work good for Forgotten, which the Black Hand is the equivalent to a Rocket Fist, however, the fists have a much more advanced defense.  Only get it once you consider the research costs "chump change".
